I can't comment on the specifics of the question only offer an alternative method (Of which there are quite a few). This could be done with Spatialite or Postgis quite easily and if you wrap it in Python then you can make a little command line tool (or web) to take the APN and return the formatted results. Prototyping and Verification can easily be done in QGIS.
