I have not found an open source tool to do this, but I have done this on numerous occasions in a scriptable GIS toolkit (proprietry Linux based). My methodology is not fool proof, depending on the details at the land parcel level. If there are narrow servitudes (road widenings etc) then it is difficult to programmatically snap onto the correct line (if their attributes don't differentiate between them).

If you come up with an open-source solution, then please let us all know.
