298.xxx is a typical value for the reverse flattening, not the semi-minor axis.
So you should use +rf instead of +b
But as those values are in fact the definition of the WGS84 ellipsoid, you 
could more simply replace the "+a=xxxx +rf=xxxx" by +ellps=WGS84
