Another solution is get an useful utility from mapserver site. It
reorganize the shape putting the smallest after the largest.

Naturally I would a like the smallest polygon to be drawn on
top of the larger polygons so thats its possible to all of the
polygons at one time.
The data has a layer id which has a different value for each
of the polygons, could I use this to force the ordering of the
drawing?
