I have been fighting this problem for some time, with no satisfactory
suggestions. I use Windows 7, with the 32-bit version of qgis (and of Python
2.7.6). I just loaded the new qgis 2.4 and have the same problem.
Couldn't load PyQt4.
Python support will be disabled.

...followed by a large 'Python Path list that includes all of the pathways to
the various PyQt4 elements contained in the Qgis program folder. The error
message is of no use.
I hesitate including the pathways listed, but it could help someone figure this
out. By the way, there are some things in the path list regarding qgis that I
did not put into my System Path.
