Just a thought here but if billion dollar company having thousands of workers releases just one major version (with actual new features and refactoring) and one or two minor releases (mainly bug fixes) why should QGIS try to do something like the current situation.
Because QGIS had to reach the same level of features in a lot of different parts of the software to be considered as usable by users accustomed to arcgis/mapinfo.
