Hello

Happy end. The solution was (for me) to use Synaptic and unistall all the 
Qgis-dependent packages with their settings, then run apt-get autoremove, boot 
computer, and reinstall Qgis. Now everything works as expected.

Yes I can manually select 2392. I think the problem is, that Qgis still says 
USER:100000 on the right corner. I think the problem is, that project crs won't 
change, as it does in my private laptop at home. Project crs will change only 
IF .qpj file is present. But I have a lot of old data in 2392 with no qpj-files.

Can you select EPSG:2392 manually with "Set CRS for Layer", or is it
missing?

Does it help if you delete the .qpj file?
