This also happens on Win7 64 QGIS 2.4.0. Not right away, but after working with a QGIS file for a while the top of the window freezes against the top of the display area, and the bottom of the QGIS window is down below the screen size. The only way I have found to fix this is close down and restart QGIS. That fixes it (temporarily) every time.
