Yeah, that is a raw deal. On Win7 64b QGIS 2.4.0 I can turn on a layer of roads for a whole state (650,000 line features) in 4 seconds, and turn it off instantly. When I include the road name labels it takes about 32 seconds to turn on (render) and it turns off instantly.
