If it's this - http://www.blm.gov/noc/st/en/business/mapstandards/colormod.html - You can use the CMYK or RGB values (or my favorite the color picker tool) to replicate the colors. Of course I'm no where near the Western US.....

Hi,

Does anyone working in the western U.S. have a QGIS style file (*.qml) to color
U.S. land surface ownership values? The ownership layer is typically developed
by the U.S. Bureau of Land Management and has standardized colors. I am
working in New Mexico. Example ownership values are P (private), FS (US Forest
Service), etc.

Thanks,
