What was confusing me was how to generate the INI file in the first place. Starting QGIS from the command line with the - - configpath option set to C:\temp\qgis2 sorted that. And then setting all the options in QGIS wrote the settings to the INI file (including PG and WMS connections). And this file can now be copied to the shared drive (or to each laptop). That's just saved me three hours! Getting each user to set up the connections and options takes a chunk of time at the beginning of the session. Get all users to open a default project with the training layers loaded?
