On that page look at the top and you will see WMTS - Click on that. Copy that URL

 1. Click in QGIS on your manage layers toolbar on QMS/WMTS Icon
 2. Click New
 3. Give it a name and copy (this is the URL you copied above):
    
http://services.arcgisonline.com/arcgis/rest/services/World_Shaded_Relief/MapServer/WMTS/1.0.0/WMTSCapabilities.xml
 4. Click OK
 5. Click Connect

and You should have it in QGIS.
