Ubuntugis still holds ecw packages for GDAL 1.10 on raring, quantal, precise and lucid. So you can set up a virtual box inside your OS with one of those ubuntu versions, and install GDAL 1.10 with ECW support inside it to convert ecw files to Geotiff format. Data exchange between the virtual box and your host OS is possible with shared folders.
