There aren't any UTM (to my knowledge) projections in Feet. They are all meters. Look at EPSG:2224 or EPSG:2222 (http://spatialreference.org/ref/epsg/2222/) - those seem tailored to Arizona (East/West NAD83) and Feet - and that should make life a lot better.

I had a client one time manage to change a UTM projection to feet - it led to a days worth of head scratching because everything was expecting UTM to be in meters.

Note the result is in meters. How do I convert to feet. I have tried pasting the above into the user defined CRS, changing m to ft, but get a coordinate rotation along with the switch from x,y to y,x.

Once converted, I then need to export (save as a shape file) in the new coordinate system.
