Have you looked at OpenStreetMaps? Not sure if it is exactly what you are looking for, but it may be a start. One other place to start would be to look at www.*osi*.ie/wp-content/uploads/2015/04/*Prime2*-V-*2*.pdf

I found out that neither my employer, region, or province has a topographic database standards or any type of standardization of features. I did some google searches to try and fine a generic topographic database standard I could work from but didn't find anything as of yet of any real use.
