please try it. it does work! qgis filter is usually accepting all valid
sql queries.
filter: lower("value") similar to '(berlin|london|paris)'

I forgot to mention that I'm trying this as a QGIS (v 2.18.7) filter,
not in ProstgreSQL. There, I have only "ilike" as suitable string
operator, it seems.
