I have the same issue. I don't know where to start with new processing scripts. Is there any documentation available?

        "Create new script" was moved to the toolbar inside Processing
        toolbox.

        As Processing API was changed, scripts should be adopted to
        new API.

            Since QGIS 3, I can't run python scripts :
            - In the toolbox, there is no "create new scripte" under
            the script block in the toolbox
            - In the script editeur, when i try to run a script i have
            an alert : "Seems ther is no valid script in the file"

            The issue occurs in QGIS 3.0 and 3.1.0-9.
            I am on Windows 10 - 64bits.

            Anyone with the same issue ?
