Thanks everyone. I just went for the version out of the Linux EPEL Repository. If it does not support 2.18 yet then I cannot easily run 2.18 unless someone can point me at a better source for it.
I installed the python support and now see all the plugins. When I try to install the OpenLayers plugin it says "Cannot import QtWebKit" and tells me I should uninstall.
