A very late reply but have you tried GeoSeer (https://www.geoseer.net)?
It's a search-engine for over 1.6 million public OGC service layers.
Unfortunately there don't seem to be any relevant results for UK-focused
weather layers ( https://www.geoseer.net/s.php?q=weather+uk ), but there
are global ones if you search for just "weather" (
https://www.geoseer.net/s.php?q=weather ) such as the aviation METAR
standard.
