I don't either, but you may want to contact him to get his opinion. QGIS is free, so that is a positive. It is also very, very powerful. It has a very fast development cycle, which will be both good and bad for you in different ways. It can be self-taught, but you may not have the time for that. If not, you should check into training options before you decide. If your users need very basic GIS functions and nothing more, it might be better to use a simpler software, like those supplied by Delorme or others, instead of teaching everybody QGIS.
