I have the same issue in QGIS 3.2.2– I can´t Export an open geopackage layer the same Geopackage database… And secondly I can´t select any features in the map view. Program says ‘No active vector layer I have no problem in selecting in the attribute table. Can someone confirm this – then I´ll file a ticket. Regards

But another way is to connect to the geopackage using DB Manager and then upload any additional layers.
