Thank you, Antonio! I found another solution:
I installed "QGIS-OSGeo4W-3.2.3-1-Setup-x86_64.exe" to see if it was not a problem in Windows 10, it installed and worked perfectly. I checked that in the bin/ folder there was the zip.dll. So I installed QGIS 3.2.3 via OSGeo4W and I marked all the packages that 'ZIP' in the name, this way it installed normally and did not display any errors. Now in Osgeo4w bin folder has a zip.dll.
