I think ovr is pyramid raster files, try to export in .tiff file or .adf from ArcGIS and open it in QGIS.

I have 2 files, a Shp file and a OVR file (done using ArcGis). I used the same CRS for both of them including the CRS on the canvas, but it seems that they are not projecting in the correct place. I have attached the Shp file and sent the OVR file in my next email as the file is too large (WeTransfer.com).
