I use linux so the menus might be a little different for you.

But at the top menus, look for Settings > Panels > Processing Toolbox Panel
On Windows the Panels sub-menu might be in another place like View instead
of Settings.

Another easy way to turn on the processing toolbox is to right click on an
empty space in the user interface (on a grey spot near another toolbar for
example) and there is a menu that pops up with 'Processing Toolbox Panel'
to toggle on and off.

Lastly, the tools can be searched at the bottom left of QGIS (hotkey
CTRL+K) which is what I tend to use quite a bit.
