I had the same problem (Ubuntu 16.04)
My Workaroud:
Open the file
/usr/share/qgis/python/plugins/processing/algs/grass7/Grass7Utils.py
and delete every line with:
encoding="cp{}".format(Grass7Utils.getWindowsCodePage()) if isWindows()
else None,
After that I can run Processing-Grass-Commands,
