The problem is that I try to install QGIS 3.10 and I
wind up with QGIS 2.18.


The problem is that you have not added the QGIS key to your keyring. Hence the whole qgis.org repo is left out, and you get QGIS2 from the main Ubuntu repo.

Try
sudo apt-key adv --keyserver keyserver.ubuntu.com --recv-key 51F523511C7028C3

in one line, and it should work.
