I have an odd problem with the 64-bit version of QGIS, version3.10.4-A Coruña.

Once I load QGIS, its window occupies the entire screen, but it's more than 
merely maximized.  There is no task bar at the bottom, and there are no 
Maximize/Minimize/Close buttons.  I cannot grab the edges of the QGIS window to 
shrink it, nor can I move it out of the way, because there's no title bar.  I 
can only access the desktop with the ALT-ESC key-combination.  This moves the 
QGIS window to the back of all other programs that are running, but the QGIS 
window still cannot be maximized, minimized, or closed.  The only way to exit 
is with the [Project-Exit QGIS] menu command.

All other programs run normally, even those running simultaneously with QGIS.  
This is annoying as hell, and I feel certain this is a simple setting that 
needs to be changed, but so far it has evaded all my efforts to find it.
