Even though the issue is probably immaterial,
the gdal version at /usr/share/gdal on
my system is 2.2.

Hi Mike,
What is the gdal version that QGIS is built against (see Help --> about
menu)? You need at least version 3 or higher. Otherwise it won't work.
Actually the question was about GeoPDF import -- which should work
with GDAL 2.x, so long as the GDAL library was built with support for
a PDF backend.
I think you should report this on this ticket:

We talked about GeoPDFs on 4/21/2020.
It appears some GeoPDFs can be opened on
Windows. So far I have not found a GeoPDF
that can be opened by QGIS on my Linux Mint.
It gives:
Invalid Data Source
or
Invalid Layer

Hello,
I am just wondering if the ability to import a GeoPDF is or will be
available for macOS.
I noticed some people are able to import a GeoPDF into QGIS as Raster or
Vector, but I have never had the pleasure on mac. I presume due to the
lack of GDAL PDF libraries built for mac.
Thank you,
Mars
