Right okay, thanks for link, makes sense. So far the map tips are the only 
thing that I've noticed not working for me but it's possible other things are 
broken too and could be all related.

I confirm that Map tips are not working for me either while using qgis from 
conda installation. It is probably related to this long-standing issue:

https://github.com/conda-forge/qgis-feedstock/issues/68

This affects many plugins, like DataPlotly and Resource Sharing, but also core 
functionality, like 3D views. For that reason, conda installation may be good 
to set up a reproducible PyQGIS environment or to run processing modules, but 
may not be enough for everyday usage using the GUI because of this limitations
