Hi, I had the same issue on PopOs. Launching QGIS 3.16 I had a sip error. Strange thing was that when i opened a terminal and ran qgis from in there QGIS 3.10 launched without any sip problem and fully functional. I think the sip problem is a path problem and I suspect that the path is not properly set for ubuntu systems.
