Nope, The images are georeferenced but if they were truly orthorectified, you would not see any building walls, just the roofs when in 2D mode. Some of the distortion has probably been removed but I would not use google earth for anything that need accurate measurements. Also, that would probably violate the license. They are only meant to look at.
