IF you can, the problem is that (as you said) you probably are connecting to the internet behind a proxy. IF so, you should also need to tell your package-system/apt to do so: In /etc/apt/apt.conf add the following line(s) but adding the right proxy urls and/or ports (3128 is a common proxy port, but it can be anything): Acquire::http::proxy "http://proxy.yourorg.fr:3128/";; Acquire::https::proxy "https://proxy.yourorg.fr:3128/";; Note that you will probably get QGIS 3.4. But: if this is a professional computer, please upgrade to something newer, Debian 11 is almost coming...
