To my knowledge, lyr files are definitions for data sources, styles, and other layer configuration information. They do not contain any actual data unless forming part of a layer package (lpk). The shp or shape file is the actual underlying data so there is no way to convert or extract it from a lyr.
If you have a layer package you want to convert or extract data from, I'm not actually sure of what FOSS tooling supports it at all.
