While there may be issues with WMS layers (I don't use them often enough to have noticed), it's certainly not true in general that doubling the magnification is the same as halving the scale. In particular, create a simple map with a layer with labels on. If you halve the scale, the text on your screen remains the same size as before. If you double the magnification, the text is twice is big on your screen. Same goes for many aspects of symbology.
