although a CAD drawing may be drawn to some scale, it is common to explicitly label lengths (distances) using arrows and extension lines.



I suspect the OP wants to create dimensional arrows labeling distances between features on the map, eliminating the need to measure a scaled distance (say on a printed map), then multiplying by scale factor, which is almost sure to introduce inaccuracy, as well as inconvenience.
