it seems to me the same issue previously reported at
https://trac.osgeo.org/osgeo4w/ticket/688, which has been fixed at that
time but it occurs now again.
Anyway I've installed python3-fiona and python3-geopandas and there is
no error importing such modules in QGIS python console. So it may not be
the very same issue.
Wolfgang, could you share your script?
