Hi Sven,
first of all, the user is using an old version of QGIS (QGIS LTR 3.40.9, I don't know what do you mean with ".0001"): the currently supported QGIS LTR version is QGIS LTR 3.40.14. It would be better to use a currently supported version instead of an old version.

Anyway, the issue is very likely due to the fact that the user is trying to create the layer files in a folder for which their OS user is not allowed to create new files. It looks like the user have not specified a correct folder path in which to create the new layer files.

The user should specify both a folder path and a file name and extension in the "New Shapefile Layer" dialog window and they should make sure that their OS user have enough right to create new files in such folder.

Weh ave in our company a problem with QGIS Version 3.40.9.0001,
Everytime our user trys to create a new layer for himself he gots this error:
