In QGIS, I load an XML file downloaded from Rheinland-Pfalz. After that, I
export the file as a DXF using the coordinate reference system KBS 4647.

could you provide the exact URL that you used to download the XML layer?

Looking at the screenshot, it seems to me there are various issues:

- the layer imported in QGIS doesn't have a coordinate reference system assigned (see the grey question mark near the layer name in the Layer panel)

- the map coordinates visibile in the screenshots (434310, 5570622) are not typical of the CRS EPSG:4647 "ETRS89 / UTM zone 32N (zE-N)", but they are more likely EPSG:25832 "ETRS89 / UTM zone 32N" or EPSG:32632 "WGS 84 / UTM zone 32N" (EPSG:25832 and EPSG:32632 ara practically identical) or any other "UTM zone 32N" not in the "(zE-N") variant. If the coordinates had been expressed in CRS EPSG:4647, then they would have been something like (32434310, 5570622) instead.

In order to correctly export the layer(s) to a DXF file in the EPSG:4647 CRS, you need to know what is the correct CRS for such layer(s) and then assign it to the layer(s) after they have been imported in QGIS.

Assuming that the correct CRS for such layer(s) is EPSG:25832, I suggest you to:
- create a new blank project
- set the project CRS to the CRS EPSG:25832
- import the layer(s)
- assign [1] the CRS EPSG:25832 to the layer(s)
- export the layer(s) to the DXF format, setting the export CRS to EPSG:4647.
