This issue has come back for some users (according to feedback online).
For example, I checked one user's account, and in fact all
@wheregroup.com accounts were blocked - I have now manually removed that
block, but I lost access to that mail server (when it moved) so I can't
check your exact error message - if you again face this issue, please
file a ticket at https://trac.osgeo.org/osgeo/newticket

This morning I went through (manually) all users registered here on the
qgis-users list (3900+) and removed this block (for myself and hundreds
of others). So, you may suddenly get this first email message since
December, ha.
