Hi I am still usure how compatible ECW stuff is with GPL license and what the ins and outs of distributing it with QGIS are or if it even matters since ecw would be a lib linked to GDAL not QGIS.
But assuming that there is no problem to ship it with QGIS, its just a matter of finding out if its possible to build ecw under msys, and if it is finding a volunteer to build it. Same goes for JPG.
