Yes. For core/* it is restricted access, for everything else, it is Open Participation. The main reason is that we are very cautious of dangerous changes to the core, as it is a fairly sensitive codebase, and that we don't want to be flooded with people who has opinion on changes that are not in line with the vision. But we know you well, and I will grant you access in a few minutes, so I don't need to attend any patches.
