I found this information on GitHub's forums;

"Collaborators can do everything the repo owner can do, EXCEPT access the
admin settings on the repo."

So, what are the "admin settings"??

I assume they mean the stuff on the "Admin page", which are
settings/values for the following

* Description
* Homepage
* GitHub Page
* Pull Requests
* RubyGem
* Donations
* Default Branch
* Deploy Keys
* Features On/Off {Wiki,Issues,Downloads}
* Rename
* Add Collaborators
* Service Hooks
    * Post-Receive URLs (0)
    * Basecamp
    * CIA
    * Campfire
    * Email
    * FogBugz
    * FriendFeed
    * Irc
    * Jabber
    * Lighthouse
    * Presently
    * Rubyforge
    * Trac
    * Twitter


So, quite a lot.

I guess that the Core Dev Team could share the login credentials, and
jointly be responsible for the setup, which is in principle similar to
what is in place at the moment.
