We have a number of places where I/O needs to be done, both on a low (bytes and
bits) and high (transfer EntityStates) level. This can be generalized into an
I/O API that allows reuse of inputs and outputs, and makes it easy to make
scalable, performant and fault-tolerant transfers from inputs to outputs.
