Sorry for the flurry of emails...Looking at it closer again I noticed that qi4j-runtime *does* have a dependency on qi4j-testsupport in "test", and that qi4j-testsupport does not depend on runtime. So, then it seems the best is to simply move all the tests into qi4j-runtime, where lots of the tests already reside. Goodie!
