Starting with release 1.3, dev-status.xml will drive whether (and how) a module
is included in the release. 'beta' for 'code' will place it into a lib/beta and
'stable' will make it an full and official module.
So, with that in mind, I think it is Ok if you commit it to 'develop' branch.
