Several 3.x versions of gcc were broken (regarding uQLx at least). 2.95 should be your best bet. It is also mentioned by Richard Z. in his notes for compilation.
One of the worse problems I had recompiling uQLx for win32 was to secure a non-broken version of gcc for cygwin! The main reason why TCP/IP is not currently working is that and only that :-(
