Anyway the CPU is an Athlon 3200+. Its fussy about the quality of memory.
Memtest kept bombing out, so I thought: Problem solved! and got some
Kingston RAM. Memtest works fine now. Booted up ok into a clean W98SE
installation (no apps, no nothing) - BOOM! Now I cant even boot anymore :(

Reset CMOS? Virus?! Knackered HDD?

If its a AMD Athlon 3200+ a 350WPSU may be OK, as long as your not using a plethero of Drives. If its a AMD64 3200+ then enermax 464 or Aspire 500W PSUs needed. If its the latter CPU then it has a power protection built in, is front power led flashing every 2 secs? Unlikely to be CPU, maybe Mobo, which board is it? Nothing shorting on case, underside of mobo well clear of backplate, no extra posts fitted, which don't line up with shielded holes in mobo. Remove Vid card and Ram as well as power cable when clearing the Cmos jumper, let board discharge for 20 mins, then try again, listen for any beeps and count them.
