Difficult to say.

Single keystrokes seem okay but keyboard auto-repeat (e.g. scrolling
up/down in QD or moving the pointer around the screen) and mouse
movement varies between sluggish and comatose :-(

No.

When the Windows pointer is outside the QPC2 window, the CPU usage
drops back to almost zero (which is what happens on the Windows 2000
laptop if I stop typing in the QPC2 window or moving the QPC2
pointer)...
