One thought that occurs to me is to create a QL floppy disk with the key tools on it, and then make an image of it using the RAWREAD program on DOS. If you then add the RAWRITE program plus a batch file already set up to use it to write the floppy image to A:, this would allow a user to create the QL floppy disk from the PC side. That would get over the initial hurdle of having the critical programs set up correctly on QL format media. If this was done with a freshly formatted disk (so that the unused parts compress well) the image to download should not be too large.
