It could be not used anyway, as you say. The convention with a chip is to look at with the notch or corner mark at the top ( facing away from you ), and then read the pins as pin 1 being the top left, then following around anti-clockwise for the remainder of the numbering of the pins ( depending on the size of the chip ).
